For Ukrainians outside the United States, the State Department has published “Information for Nationals of Ukraine” here. There are several different options for Ukrainians to come to the U.S., temporarily or permanently. Due to an expected flood of applications, some may take a long time to come to fruition.
For Ukrainians inside the United States, the government has announced it will permit persons in the U.S. since March 1, 2022 to remain in the U.S. for 18 months under Temporary Protected Status (TPS). The government will soon publish details in the Federal Register, after which people may apply. TPS may be granted to nationals of a country when conditions in the country fall into one or more of the three statutory bases for designation: ongoing armed conflict, environmental disasters, or extraordinary and temporary conditions.
